Congressman Bera submitted the 15 listed projects to the House Appropriations Committee for FY 2024 Community Project Funding consideration.

In compliance with House Rules and Appropriations Committee requirements, Congressman Bera has certified that he and his immediate family have no financial interest in any of the requested projects.

Project Name: Garfield Ave. Transmission Pipeline ReplacementProject Location: Garfield Avenue, Carmichael, CA 95608Requested Amount: $2,500,000 Explanation: The funding would be used for replacement of a critical water transmission pipeline and the project is an appropriate use of taxpayer funds because this project would improve water delivery reliability and prevent contamination by replacing an aging pipeline with a new one that can handle a higher volume of water at higher pressures.

Project Name: Citrus Heights Intelligent Transportation System EnhancementsProject Location: 6360 Fountain Square Drive, Citrus Heights, CA 95621Requested Amount: $1,000,000 Explanation: The funding would be used for installing approximately 1.3 miles of a fiber optic communication system and upgrading traffic signal cameras and cabinets and required equipment at 14 signalized intersections, The project is an appropriate use of taxpayer funds because the new network and traffic signal equipment would improve traffic and pedestrian safety on the roadways.

Project Name: Mather Veterans Village Phase 4Project Location: Bleckely Street, Rancho Cordova, CA 95655Requested Amount: $4,000,000 Explanation: The funding would be used for the construction of permanently affordable housing units with supportive services for senior homeless veterans in the Sacramento County region. The project is an appropriate use of taxpayer funds because it would expand affordable housing options and access to care for local senior veterans who have served our country honorably.

Project Name: Groundwater Well #168Project Location: 310 Bowman Avenue, Sacramento, CA 95833Requested Amount: $2,800,000 Explanation: The funding would be used for replacement of a groundwater well and the project is an appropriate use of taxpayer funds because this funding would support a resilient, reliable water supply during severe dry and wet water years. It would also help the City maintain drinking water safety standards.

Project Name: Johnston Park RenovationProject Location: 231 Eleanor Avenue, Sacramento, CA 95815Requested Amount: $1,250,000 Explanation: The funding would be used for the renovation and rehabilitation of the park's basketball court and baseball fields including improving lighting and removing blight. The project is an appropriate use of taxpayer funds because it would offer a safer recreational option for community residents in an under resourced community and provide economic and community benefits through sporting and cultural events at the park.

Project Name: North Sacramento Adult Day Program FacilityProject Location: 700 Southgate Road, Sacramento, CA 95815Requested Amount: $1,000,000 Explanation: The funding would be used for the purchase of a new modular facility for the North Sacramento Triple-R location which provides adult day services for people with dementia. The project is an appropriate use of taxpayer funds because the new facility would double the capacity of the program and support a vulnerable population in our community.

Project Name: Hub in the HeightsProject Location: 3709 - 3723 Marysville Blvd. Sacramento, CA 95838Requested Amount: $2,400,000 Explanation: The funding would be used for the construction of a mixed-use building that would provide affordable and senior housing options in addition to commercial/retail space, a community gathering space and an economic empowerment center. The project is an appropriate use of taxpayer funds because the project would help revitalize an under resourced corridor economically and socially and provide affordable housing options for the community.

Project Name: Citrus Heights Sayonara Drive Housing ProjectProject Location: 7800 Block of Sayonara Drive, Citrus Heights, CA 95610Requested Amount: $4,000,000 Explanation: The funding would be used for the reconstruction of 26 residential units for purchase by low-income households. These units will replace 26 blighted, like-size units that were demolished by the City of Citrus Heights. The project is an appropriate use of taxpayer funds because it would increase the supply of affordable housing in Citrus Heights for low and medium-income households.

Project Name: CARE Community Center Sacramento FacilityProject Location: 3205 Hurley Way, Sacramento, CA 95864Requested Amount: $1,100,000 Explanation: The funding would be used for the renovation of the CARE Community Center Sacramento Facility including sewer and water infrastructure replacements to accommodate the growing needs of a nearly 70-year old facility. The project is an appropriate use of taxpayer funds because it would modernize a facility that provides critical community resources for jobseekers, new immigrants and refugees, and small business owners.

Project Name: American River Parkway Trail Safety Renovation ProjectProject Location: American River Parkway Trail from Mile Marker 3 (Northgate) to approximately Mile Marker 7 (Campus Commons).Requested Amount: $2,000,000 Explanation: The funding would be used for repairing and repaving almost four miles of the multi-use trail. The project is an appropriate use of taxpayer funds because the American River Parkway is both a multi-purpose recreational trail and a commuter route with 8 million user visits per year and the proposed repair area falls within several low-income census tracts, providing a safe recreational opportunity.

Project Name: Statewide and Regional Student Rescue Training FacilityProject Location: 12500 Bruceville Road, Elk Grove, CA 95757Requested Amount: $3,000,000 Explanation: The funding would be used for construction of a statewide and regional student rescue facility that would include several mock-up structures to resemble various training situations. The project is an appropriate use of taxpayer funds because it would offer a training facility solely dedicated to law enforcement school interventions and human trafficking rescue operations to co-train federal, state, or local law enforcement officers. Expanding training resources will improve community safety for our region.

Project Name: Sacramento Food Bank Distribution Vehicle ExpansionProject Location: 1951 Bell Avenue, Sacramento, CA 95838Requested Amount: $1,000,000 Explanation: The funding would be used for the purchase of two hybrid semi-trucks and two hybrid trailers to expand the food bank's distribution services. The project is an appropriate use of taxpayer funds because the new vehicles would more than double their distribution delivery capacity, allowing more families to be served and reducing transportation costs.

Project Name: Zinfandel First Responder Training Facility Emergency Vehicle Operations CourseProject Location: 3801 Zinfandel Dr., Rancho Cordova, CA 95670Requested Amount: $3,000,000 Explanation: The funding would be used for the construction of the facility's Emergency Vehicle Operations Course (EVOC) to support the skills development and knowledge of emergency vehicle and apparatus driver-operators through training scenarios that replicate the variety of hazards that first responders must be prepared to mitigate. The project is an appropriate use of taxpayer funds because it would improve training resources for first responders and provide hands-on emergency service training to enhance community safety and preparedness.
