PERSONNEL
a. To record a change in status of employment for Kirstyn Jacks from Deputy Clerk with the Panola County Tax Assessor/Collector's Office effective May 31, 2023 to Floating Secretary with the Panola County Courthouse effective June 1, 2023 at the rate of $17.05 per hour.
b. To record the employment of John Brown as a Temporary Operator with the Panola County Road & Bridge Department, Precinct 1, effective June 7, 2023 through November 30, 2023 (upon successful completion of the drug test and physical) at the rate of $21.22 per hour.
c. To record the employment of Mickell Lee as a Temporary Operator with the Panola County Road & Bridge Department, Precinct 1, effective June 7, 2023 through November 30, 2023 (upon successful completion of the drug test and physical) at the rate of $21.22 per hour.
ROAD & BRIDGE
a. To approve and record a request by Eastex Telephone to place a 1.5" duct with fiber optic cable within the right-of-way of Panola County Road 1881.
b. To approve and record a request by Eastex Telephone Co-op to bore a 1 ½" line within the right-of-way of Panola County Road 336.
c. To approve and record a request by Comstock Resources, LLC to place 10" lay flat temporary water lines within the right-of-way of Panola County Roads 3122 & 311.
d. To record a July 2023 Price Announcement from Longview Asphalt, Inc. for asphalt materials purchased by the Panola County Road & Bridge Department.
MISCELLANEOUS
a. To approve minutes of Commissioners’ Court meetings held during the month of May, 2023.
b. To approve and record 2023 Budget Amendment No. 8.
c. To ratify and record a fully executed copy of the Software as a Service Agreement fully executed by and between Panola County and Tyler Technologies, Inc., on April 26, 2023.
d. To accept and record a donation from Carthage Service League for $25,000.00 for Panola County Sheriff's Department Special Response Team.
e. To authorize the County Judge to advertise for Request for Proposals for Panola County Airport Fuel System. Request for Proposals will be available in the County Judge's Office, 110 S. Sycamore, Room 216-A, Carthage, Texas 75633. Deadline for proposals is Monday, July 3, 2023 at 9:00 a.m.
REQUESTS FOR CONFERENCE ATTENDANCE
a. To approve and record a Request for Attendance at a Conference form(s) for the following Panola County elected official(s)/employee(s): PCSD Detention Corporal Ashley Esquivel (4); PCSD Deputy Sheriff Stephen Gillie; PCSD Deputy Sheriff Hunter Hutto; and Panola County Clerk's Chief Deputy & Criminal Clerk Rokesia Hicks.
5. To approve payment of current Panola County bills as presented and submitted by the County Auditor.
6. To approve payment of current Panola County payroll as prepared and submitted by the County Treasurer.
7. To discuss and act upon adopting corrected Resolutions regarding replacement of the off system bridges that cross Brushy Creek on CR 127, McFadden Creek on CR 4354, McFadden Creek on CR 430, and Hoggs Bayou on CR 201; and to approve corrected Advance Funding Agreements for Bridge Replacements or Rehabilitation Projects where the LG Match Contribution is Waived Off the State System.
8. To discuss and act upon approving an addendum to the Bid Contract between Panola County and American Filter Service.
9. To discuss and act upon declaring the following vehicles as surplus property: 2014 Chevrolet Police Package Tahoe (Silver) VIN 1GNLC2E08ER183733 Unit 2014-7; and a 2014 Chevrolet Police Package Tahoe (Silver) VIN 1GNLC2E05ER227770 Unit 2014-3.
10. To discuss and act upon declaring the following vehicle as surplus property: 2007 Dodge Charger RT Sedan (grey) VIN 2B3KA53H77H730662 Unit 2007-5.
11. To discuss and act upon approving a proposal from Guardian Security Solutions, LC for installation of 3 doors access control at the Panola County Sabine Street Annex Building.
12. To discuss and act upon approving a bid from Jeff Crooks for installation of a new culvert and to overlay a 28 x 43 foot runway with 2 inches of asphalt for the Panola County Sharpe Airport field.
13. To discuss and act upon approving an addendum to the Bid Contract between Panola County and Paladin Pest Management.
